I bought one of these three years ago for $30. Highly recommended: still works great, and the cartridges are relatively cheap. It looks like they don't have the same one still in production, but I'm sure you can find a newer HP for the same price or less. This one is $25.

Printing text and coupons can be easy enough. Doing flyers shouldn't be that much different. The long cost will be what you need in terms of ink refills. (Availability as well as cost.) I also feel that a scanner could be useful if you was interested in an All-In-One.
I highly recommend: https://www.amazon.com/Epson-Expression-Wireless-Printer-Scanner/dp/B01BIGO5IW (PRINTER AND INK) or with multipack for color. (However the multipack would be over your limit.)
It provides a good range of needs you never know when you will want.
However...

It provides GOOD clear text but images may look foggy depending on amount of ink used. This printer is the EXACT one that my couponing neighbor uses. Her daughter also uses it for collage reports/exam papers.
