I personally wouldn't recommend a chromebook to anyone. They're great if you want to browse the web and only use google's apps but anything more and you're going to be disappointed.
In your price range, you're never going to get a good new laptop. I would recommend that you purchase a "renewed" business class laptop on Amazon or a "seller refurbished" business class laptop on eBay. Basically what that means is it's an older model business laptop (that's a ton better build quality than a $200 new laptop) that has a new windows 10 install and maybe an SSD added. Look at this one, this laptop was probably around $1,000 new. It is around 4 years old but the processor is comparable to the one in your new laptop. It's also reasonable to believe that it will last longer than the newer cheaper laptop. There are a ton out there if you want to look around, I've been using a used Dell Latitude 6440 with an SSD for about a year and I have no issue browsing or playing games on it.
I've used Newegg to buy every computer I've had for 12 years now and I've never had any issues with them. I will say however, that they've recently been bought out by another company and can't comment on how good they are.
