Ugh, I hate stories like this. Unfortunately there's not much you can do. The notion of any pet as a birthday gift is bad news with the exception of little kids getting their first puppy/kitten. Unfortunately many folks see a cage of little birds: finches, canaries, budgies, lovebirds as a "pet decoration" the similar to a fishtank. They enjoy "watching them" for a while, then get bored and put them somewhere else.

There's a discovery/persuasion technique called "humble inquiry" where you ask questions and lead people to realizing truths they might otherwise be ignoring or otherwise unaware.... May be helpful in your situation.
