For instance, during the "Third World" Debt Crises of the 1980s, following the oil shocks, there were clear free rider problems on both sides. On one side you had commercial banks, the IMF, and lender countries. On the other, the debtor countries who could collectively default but failed to exert this pressure due to coordination failure.
On the lender side, you had small banks that wanted to free ride on the big banks footing the bill since default wouldn't put the small banks out of business. The IMF was able to make them overcome this free rider problem with the help of lender countries exerting pressure on the small banks.
These problems may have been obvious then, but understanding them fully was crucial to overcoming them.

Not a paper but this is the book I used in my class. It seems pretty widely used after a quick google search. Foreign Affairs usually has some good stuff, and Foreign Policy is also okay but it has gotten a little "Forbes-y" in that it's mostly turned into a bunch of bloggers.
