You could contact the library, school or Y and talk to someone there to pitch your idea. I'd imagine that you'd want to have a good write-up of what you wanted to do, how long it would take (one class or multiple, how many hours, etc) and who your target audience was.

I saw this earlier this year a library nearby. Here's a list of the rest of their events, so you can see there's quite a variety of things.

A community college nearby has a form that you can fill out to pitch an idea. And another even has a class on how to teach a continuing ed class here on page 39. (Starting on page 20 in that course listing, there are three pages of finance-related classes!)

I took the class Invest In Your Debt on page 12 last year which was a cool how-to about the snowball method of eliminating debt. I think he's a local guy, and I purchased his textbook used on Amazon. Oh, and the other book they had at the class. (So there's an option, too -- publish your materials and students could buy them to use as a reference.) I think this is his website which is not so hot.

There is a community center that also offers classes, too.
