I would recommend this [Lenovo Yoga 720] (https://www.amazon.com/dp/B076V6DPZN/?tag=bkadamos_alltest-20) because it comes with everything you need, 8th generation, i5 quad core CPU which is one of the best in the market and great for your usage, 8GB of ram for smooth multitasking, good SSD storage of 256GB for faster boot up and loading, 13.3 inch Full HD IPS touch screen which is a must have for this price range, high build quality, backlit keyboard, Intel HD 620 GPU that should be able to handle the games on low to medium settings with good FPs, supports pen, and it’s within your budget.

The Surface laptops as a whole are not well built, I wouldn't recommending buying one since it might fall apart. There is more information on the Surface devices available on the subreddit Discord.

For your use, I don't see the need to go to $1000. I think you can spend a bit less and get the Lenovo Yoga 720 2-in-1, it has an i5-8250U 4-core processor, 8 GB of RAM, a 256 GB SSD storage, and 1080p 13.3" touchscreen display. It is 2-in-1 so you can bend it all the way flat. The laptop is very light, only 2.9lbs. It is stylus compatible if you are interested in using a stylus. It also has an aluminum chassis, big plus for durability. I think it is the best value in your range, not many 2-in-1s in your range will improve performance for college work beyond this laptop.
