Can't speak to the HA part, but I'm in the process of replacing my receptacles with tamper-resistant (TR) Leviton decoras (link) for child proofing. I believe TR receptacles are required by code on homes made after 2008. Might be something to look into for any standard outlets in your home.
Leviton makes a ZWave-compatible one but those run about $50 each (Amazon) and don't offer the feature you're requesting. I understand the need to childproof but I'm not sure if I'd want an outlet that can be disabled via network without an override; you know there's someone in this world that would wind up plugging their network or HA gear into that outlet and not be able to get it back on. :)
