You can build one yourself if you aren't seriously concerned about a regulated flow.
Alternately you could buy a desktop fountain, or a pump for a pc watercooling system.

Here's what I'm working on right now. Just ordered the pump actually.
"I had an idea today that I plan on making in the near future. You're welcome to use it or just parts of it.
I basically want to make an automatic waterfall bong. Something like this guy has (mine would be a little larger):

How he did it:

but I want to integrate a small pump to get the water from the bottom to top chamber without having to turn the thing upside down. Not only does it allow you to be lazier, it allows you to build a sturdier base (so it won't get knocked over) that would otherwise be awkward to turn upside down and you don't have to worry about removing everything and plugging all the holes so nothing gets wet.
You could also get creative with the mouthpiece (don't use it leave it as the bowl like this guy). Maybe you could have it come out the top and swirl around in an adjacent ice bath.
Here is a pump I looked up earlier today:

If you do choose to build something like this, keep in mind that the water pump might need to have water in it initially to work (called priming the pump, I believe.) I was going to put the inlet of the pump near the bottom so that really wouldn't be an issue."
