If you have low budget - just look at gotomeeting and their products. Avoid Skype and webex like the plague. We recently switched everyone over to gotomeeting and its been going pretty well.
I also 2nd Lifesize equipment - but, its gonna cost you at the very least $900 dollars - give or take.

This camera is really made for situations where it is closer than 20 feet - but if you can get it closer (perhaps even on the table), it will be the least expensive solution.
