Generally: Employees can't read minds any better than bosses or other kinds of people. If you want something, communicate it. If you're happy with something, communicate it!

EDIT: If she has trouble taking responsibility, maybe she's afraid. Maybe such behavior led to punishment in the past. You have to make her understand there's nothing to fear. Making her understand does not mean "telling her once". With people, repetition is very often necessary, and actions speak louder than words. Maybe it also helps her if you communicate your needs: Only if you get good, truthful information can you do your job well. So her being frank with you is a service to you. Maybe she never saw it that way, maybe because her old boss didn't.
