I would definitely see a dermatologist.

It could even be something like eczema or psoriasis with the itching. They can cause flakes too with the patches of dry skin.

Edit:
If you want to you could try a shampoo with salicylic acid in it, such as this. That's what I've been suggested from my derm when I had a patch of psoriasis on my scalp.
