If you think it might be eczema then I would try a mild treatment for eczema. I've used neosporin's eczema treatment. At times I've felt neosporin by itself has helped me with trouble areas, so I gave it a shot. You can find it at just about any drug store or super market. Have you tried Dove body wash as your regular daily soap? I started using it any have noticed that it helps tremendously without me using lotion or anything else. I recommend getting it from Costco. 3 bottles cost like 12 bucks if you try and like it. Also Neosporin's eczema essentials works wonders for me. Those are my daily things that help without me having to go out of my way to use it.
I had a similar problem with lotions that were too occlusive (containing petrolatum or left a film on my skin) and found the shea butter-based moisturizers to be the solution.
