In general, they're right; you should invest in lenses over cameras.
The question you need to answer, before you go on, is "Am I going to upgrade to a full-frame (FX) camera body, or stick with my current crop-sensor (DX) body?". In general, FX has some advantages; larger sensor means you can go wider-angle, and have a higher dynamic range. But it also means you're going to spend 2-5x as much for lenses -- it is much cheaper to manufacture lenses for DX bodies than FX bodies.
In general, for people in your situation, I strongly recommend staying with a DX body for the time being. You will be able to get 95% of the same effect for 30% of the cost.
Your current kit is the two kit lenses, 18-55 and 55-200. If you want to upgrade, I would strongly recommend getting a few fast, high quality primes: the 35mm 1.8 DX is excellent for most "normal" uses (it has about the same angle of view as your eyes), and the 85mm 1.8 is excellent for portraits including for the yearbook you mentioned. Your 55-200, set all the way at 200mm, is also a fine portrait lens.
The other thing that you need, if you don't have one already, is a hotshoe flash like the SB500 or SB700. Better lighting will improve the quality of portraits much more than better lenses will.
You've got good taste in lusting after a fixed tele zoom, and both the FL ED and VRII are great. But for the purpose you described, either of those lenses is like trying to swat a fly with a sledgehammer. And an expensive one, too.

The Nikon D5000 doesn't have a built in autofocus drive so you'll want to shop for a lens that has AF-S. The 85mm f/1.8G comes to mind as a good portrait lens, due to its focal length. There's also the 50mm f/1.8G and 50mm f/1.4G which is within the focal length she's familiar with when using the kit lens.
What lenses do you already have? I see you mentioning you're indoors and light is an issue. If want a zoom lens with a low fstop you're going to be spending a fair chunk of change.
I'd determine which focal length works best for you and buy a prime lens with a low fstop for better low light performance and sharpness, plus save some cash! But of course with a prime, you'll have to zoom with your feet as you won't have any other option.
35mm f/1.8 will run you $197 new or $155 used on Amazon.

I have the Nikon D3300 with its basic lens that goes from 18mm wide to 55mm zoom - that's like rather wide so you can almost fit a whole room into the shot - to about 4-5x zoom on point and shoot cameras.
On top of that I got a used lens that goes from 55mm to 300mm ant this thing is good for hunting ducks and other animals from distance (dunno, additional 15x zoom? hard to say because these are different class cameras). Great fun lens for day use, I like it a lot for the 170€ that cost me used. A 18-105mm zoom that came with my other camera. Not a very good lens but comes handy when I have no idea what to expect. Got it with a used Nikon D90 camera. This is an older camera with poor video capability. But it has many pro features that I'm really starting to miss on D3300, like additional buttons and a second dial and an LCD screen.
So I am not sure what you necessarily mean by the issues with the viewfinder, but I wear glasses and so shoot with an aftermarket viewfinder attachment. I don't usually take more then a burst of 5 or so photos at once before reviewing them though.
So in pict 1 I just had a lamp with the shade off of it in a room with it as the only light source. I then had my subject placed beside it only lighting up one side of her face. This is heavily prococessed though in terms of amping up the whites/highlights and bringing down the blacks/shadows. Shot this with the Nikkor 35mm F/1.8. Not necessarily an original photo in terms of execution and idea but I was inspired by the cover art off Adele's single "Hello".
The 2nd photo was shot with a Nikkor 85mm F/1.8.

I really wish there were cheaper options, though: I just checked on Amazon and the [Tamron 90 ƒ2.8] (https://www.amazon.it/dp/B01C2HH7ZE/?coliid=IG0TKY8Y573R4&colid=30LXG829LDT6E&psc=1&ref_=lv_ov_lig_dp_it) is 250€ more than the [Nikon 85mm ƒ1.8] (https://www.amazon.it/dp/B006TAP096/?coliid=I25DDUV7TE9T8E&colid=30LXG829LDT6E&psc=1&ref_=lv_ov_lig_dp_it), and since I'm only barely interested in macro photography, I don't think it would be convenient for me to drop that kind of cash to get a functionality I may not use.
Changing topic a bit and riconnecting with the focal lenght issue, I just ordered a Helios M44 with the Nikon adapter to try out the 60mm focal lenght and the weird bokeh (since I could get it for 30€), which seems like a good middle ground between the 50mm and the 85mm Nikkor lenses. In the surroundings of these focal lenghts, are there any other lenses I should check out, maybe from other manufacturers? I can't go over 400€ and I could buy used (although in Italy there isn't a huge market for used lenses). I shoot with a D3400, so older Nikkor lenses wouldn't have autofocus.
Have you considered the Tamron 60/2.0 Macro? Third party lenses are definitely worth looking into for the cost-savings, and sometimes even exceed the quality of Canikon's offerings. My other recommendation would be the Nikkor 85/1.8 which is a dream of a lens and is sometimes on sale for $400. It will be a little tighter on a crop sensor, but if you have the space then it's a great portrait lens. Plus, when you move to FF you can continue to use it. That lens and the Sigma 35/1.4 are what sit on my D800 90% of the time.
For portraits, which do you prefer? An 85mm or a 105mm? I'm looking at buying either. (I own a crop sensor but am going full frame very soon, so they would truly be 85 and 105mm lenses)

not too sure if this will be seen, but i recently acquired a nikon d610 with an 80-90's manuel 50mm f1.8 pancake lens.
So pretty much im in the market for new lenses.
pretty much i want a landscape lens, portrait lens, and another all around lens. Since ive been shooting primarily in street shots, first is an autofocus, the faster the better. pretty much if you guys could give me some insight on my choices as to which ones are the best for my style
