Nikon Prostaff Rimfire
25mm tube though.
Excellent optic.
I use a Vortex Crossfire II 2-7x32 and love it. Very clear glass and a good eye box. It is a little more than your budget though. I usually sit around 3-5x
Nikon has a 3-9x for $90. I've heard they make good stuff but never used it.
I've heard Pinty is good if you're on a budget. Again, never used it.
I've heard the UTG bugbuster 3-9x is good. The onyl experience I have with UTG is their 1-4.5x which I like and their 3x magnifier which I did not like.
The Visionking 1.25-5x would be good. I very rarely go above 5x, and even then it's just for spotting.
Nikon ProStaff Rimfire. Around $100, plus whatever mount/rings you want. I run one on my 10/22 and randomly on my CZ455FS every once in a while. Really great for the price.
I also have a Dead Air Mask awaiting release from prison too.
Save an extra $30-$50 and get a Nikon, Leupold, or Burris rimfire optic when they go on sale.
Like this one.
You can get the Nikon for $100ish. It is really worth it. https://www.amazon.com/Nikon-ProStaff-Rimfire-Reticle-40mm/dp/B00SMX95IA/ref=sr_1_1?ie=UTF8&qid=1479594771&sr=8-1&keywords=nikon+rimfire+3-9x40+bdc
I know you said you are capped at $100, but for slightly more you can get a Nikon or a Vortex which is a whole other level of quality. Check these out:

This scope is the bomb diggity.

Nikon makes a rimfire specific optic.
Got this one for my 1022 for $96. Price fluctuates a lot on amazon so make sure to keep an eye on camelcamelcamel or similar type price tracker.

Nikon has a ProStaff Rimfire with BDC Reticle, 3-9 x 40mm https://www.amazon.com/dp/B00SMX95IA/ref=cm_sw_r_cp_apa_61iJzbVBWHYPE
For 22's I prefer a smaller scope with less magnification like Vortex Optics Crossfire II 2-7x32 Rifle Scope, Dead-Hold BDC Reticle (CF2-31003) https://www.amazon.com/dp/B0106BYBPM/ref=cm_sw_r_cp_apa_86iJzbEWQ86BS because I'm not taking 400+ yard shots
It came with a savage rifle I bought a while ago. Here's an almost identical one:
Nikon ProStaff Rimfire with BDC Reticle, 3-9 x 40mm
Scope
That looks like a decent package, people generally review the scope well.
If I was budgeting $400 I would probably try and grab the FV with the heavier target barrel (It sounds like mainly you're hunting paper).
http://www.cabelas.ca/product/4990/savage-mark-ii-fv-heavy-barrel-bolt-action-rifle-w-accutrigger
It looks like the MK II has a rebate available for $30 so you could mail that in and have $130 left over for a scope. You could likely get one better than the one that comes packaged.
people generally like the 3-9x32 w/ AO simmons:
http://www.cabelas.ca/product/24337/simmons-22-mag-rimfire-riflescopes
The simmons is probably about on par with the packaged scope but the AO will be a benefit.
but if you picked up a Nikon rimfire prostaff you would have a stellar package, downside to the prostaff is I don't think it comes with rings so you would need to buy rings too ($30 on the high end). This would put you about $50 over budget.

yeah, on the variable end i've looked at this crossfire and also nikon prostaff. nikon's a bit cheaper but i already have a bunch of vortex optics and like them (and their lifetime warranty) a lot.
however, i don't think variable power is all that useful in my application, so i'd rather avoid the weight/fragility penalty.
my "ideal" scope for this setup would be leupold fx-i 4x28, but it's much more than i'd like to spend here.
is there a scope on the market that'll get me 80% of that for 50% of the money?
