This already exists: There's a Jones soda branded as Nuka Cola Quantum that appears to be officially licensed, There also used to be a company at http://www.nukacola.eu that sold different Nuka Cola flavors (I think there was at least classic, Quantum and Victory) but it looks like that website doesn't exist anymore.

Quick edit: It looks like (from the packaging) it's just the Berry Lemonade flavor by Jones in a different wrapper.
Didn't they make nuka-cola for fallout 4? I don't think it was coke that did it though.

They did and it ran out quick. It's just a rebranded jones blue raspberry lemonade as far as I know, which I've had and is pretty good.
