Cheapest would probably be the Odroid C2 coming in at $60 plus some accessories if you don't have them (SD card, PSU, etc). install Rasplex (embedded OpenPHT) and it can direct play just about everything. It's more powerful than the RPi3, which can't direct play x265 1080p or 720p.

Lots. I've been playing around with them for a few months now. here's what I have done with my 2 Pis (well technically a RPi3 and an ODroid which is on the stronger side.):

PiHole adblocker : As described above

LetsEncrypt: A free SSL Certificate program (good for hosting a lot of the other stuff i have running over the internet)

Nextcloud: Think of dropbox but you own it and thus, you can add as much storage space as you want.

Deluge: Torrent Server. So my torrents never turn off when my main computer is off. Also i can also isolate it with a VPN.

Sonarr/Radarr: Self Automated Movie/TV Show Downloaders (which goes to my deluge for download) and then sorted back by sonarr/radarr for organization.

Then a bunch of remote monitoring tools to make sure everything works while im not home.

While this is a bit time consuming a lot of it is made easy by this distro image i found called DietPi. If you don't wanna go through the pain of installing everything by hand, which can take hours, this is the way to go. Choose your apps and it does everything for you, along with some neat extras.
