Hey girl! Fellow 30FF 18-year old here. I relate to all of this. There's not much I can say that will help because I'm currently struggling with the idea of a reduction too, BUT I can help with your bra-finding issues.
I searched for months to find cute bras and these are some that I currently own that are supportive, sexy, and not tooo expensive:

Have you tried Curvy Kate? Their padded styles - like the Daily Boost/Daily Dream and Arizona - tend to run wide and shallow in the DD end of the spectrum, and the brand in general gives good shape and lift. The bands are a bit inconsistent, but the rule seems to be the darker the color the tighter the band.

As for half cups, try the Cleo Juna - it also runs a bit wide and shallow, and according to Bratabase gives great cleavage in your size range. Also the Curvy Kate Ritzy.

Edit: Forgot the Parfait Charlotte, one of the most famous/infamous wide, shallow bras with va-va-voom. The band runs snug, so this could be a great fit for you.

Agree with Amazon - for example this bra and these panties have prime shipping available AND free returns if they don't fit her well or she doesn't like them.

Also agree that if you can find the matching panties for her current bras, you'd still be doing very well by her. :)

> shallow/wide rooted (I'm not sure what the difference is between those,

Root width is about how far your tissue extends around your side/under your arms. It's relative to bra size - bigger band sizes have wider roots on average and larger cup sizes have wider roots on average.

Shallow breasts have a large base in respect to how far the tissue comes out from the chest wall, so they almost always have both wide roots and tall roots. Tall roots are where some of your tissue trails up from the main section of the breast and comes very close to the collarbones.

Is the Charlotte the 6901? (this one)
