I'd recommend using GIMP 2 for image editing (use the direct download). It supports Windows, Mac, and Linux, and is a damn robust piece of software for being free.
As for video editing, I'd recommend Lightworks, another piece of free software that is surprisingly comparable to proprietary software.
If you want to shell out money for photo editing, the obvious choice is Adobe Photoshop. For video editing, I use Pinnacle Studio Ultimate 21. It's an outdated version (The newest is 22), but 21 is at half the price point and comes with pretty much everything 22 does. The big thing for me is that it has motion tracking, which is a literal godsend for shitposts.
