UPDATE: I gave up on the SSD that I was trying to fix and went and got a Samsung 860 EVO 500GB from Best Buy. Amazon is letting me return the other one I purchased for a refund, which for reference is this one (1 TB version):

After setting up the Samsung SSD it still wasn't being recognized in the BIOS so I swapped out the power cable.... Then it STILL wasn't being recognized and I just decided to try and load Windows again, and at that point the windows installer recognized the drive and I was able to get up and running.
Not actually sure which step fixed it but it is working so I don't really care.

My main concern is keeping my music, videos & photos safe.
