Plano 23750. Its durable and the containers inside are adjustable for whatever size and shape of token, obstacle, or ship you want to bring. I can safely pack 2 lists into it with enough tokens for everything. Your maneuver templates and range rulers fit like a breeze. Never had any reason to switch in 5 years and they're only $12 prime shipped on Amazon!
I'm Still looking myself these counter trays look promising here's a YouTube video showing them
As for now I'm using this it holds my dice. Use the larger spots for sidekick, action, and extra dice. I'm a casual player and not into collecting everything
Question for you. Is there a reason your stuff has to be on "trays" or something similar for tournaments? Or could one use something like [this] (http://www.amazon.com/Plano-StowAway-Organizer-Adjustable-Compartments/dp/B007UTNREK/ref=sr_1_3?ie=UTF8&qid=1450477702&sr=8-3&keywords=plano+3750)? I have yet to go to any tournaments but I was thinking about starting soon and want to know if I bring one of those with my stuff in it, if I will be fine?
Maybe look at the various Plano tackle boxes, like this one?
I have a Plano 732 Angled tacklebox for my collection. It includes some of these storage boxes which work great for storing ships as well as dials. Actually, since you asked specifically about dial/tokens, I think this one may work better, but I haven't tried it out to see.
This one looks closer to how she has it configured:
