If you plan on using several USB peripherals, I really recommend a powered USB hub:

These are all suggestions and you likely have a bunch of this stuff already. Just know that most games work great with an xbox or PS3 controller. If you want just some cheap USB controllers for friends to play with, Gamestop is currently selling the Gamestick controller for $10. It's not wonderful, but that's why you make your friends use it :) YOUR MILEAGE MAY VARY WITH GAME COMPATIBILITY. These worked for me with Towerfall and NES.EMU but not for some other games.

As for hiccups, when pairing controllers, you need to be very careful. Whenever I am pairing controllers I need to do things in this order for best results.

1.) Power on Ouya with nothing paired
2.) Pair all OUYA brand controllers
3.) Pair all PS3 Controllers
4.) Pair all USB (Xbox 360 Controllers)

If you try to do things out of order, things get screwy.

Other than that, just know that a lot of us have screwed with the thing quite a bit and if you have any questions we can likely help you out.

I typically just edit my local copy of the container, then manually copy/paste it out to multiple thumb drives, because I only really make updates once a year (tax time). I just plug them all into a hub, copy, then paste, paste, paste.

If I were doing it more regularly, I would use a file sync utility. Microsoft's SyncToy is free and powerful, but I'm not sure I trust MS anymore. I would look for an open source sync/backup tool if I wanted to automate it now.

As for brands, I stick with any major brand (Transcend, SanDisk, Samsung, Kingston, PNY, I'm sure there are other good ones) in the format that makes the most sense. For safe storage, something like this would be great (bought one 3 years ago, still going strong):

#CPU A4-6300 has good on board graphics
#Mobo Asrock, and usb 3.0
#Ram 4gb of 16000 cas 9 is plenty for this build
#Storage a usb flash drive will be used instead of a hdd, this saves you $20-30
#Case the case is relatively small and unobtrusive looking will work fine for this build, virtually no cable management and fans may be louder than you like, and no usb 3.0 headers but it is cheap.
#PSU you have to get a trust worthy PSU this is the cheapest one I could find wich is unlikely to fry your computer, comes with a 3 year warranty.

Other thoughts

In terms of silence the case fans and CPU cooler could be loud, you could upgrade to a better case such as the ps09b and add an after market cpu cooler. The PS09b has usb 3.0 headers, sound dampening, cable management, and quieter fans it will cost 10 more dollars. The PSU should be very quiet, and obviously you wont have any hard drive noises. You could probably make this a dead silent build for another $30. Mini-itx and htpc cases are outside your budget.
