Well, there is a new set coming out on Feb 4th, you could get him some booster packs, which are generally about $4.18 each and come with an assortment of 10 cards.

Or you could go for something like this, which comes with 1 EX (rare/special) card and 4 booster packs.

This box set ties in to the most recent games, and has an oversized promo card plus some booster packs.

There are lots and lots of other pokemon tins/boxes/booster packs you could buy for 20 to 30 dollars!

The newest set, phantom forces, would be a good place to start. Since your price limit is rather high, I can easily recommend this. It comes with 8 booster packs, mega gengar sleeves, and various energy cars, which is something that most kid collectors lack a lot of.

Furious Fists is the second most recent set and has a similar box. I'd recommend getting the Phantom Forces box because there is a better chance that the kid does not have many cards from this set.

I'd highly recommend the charizard EX box or the charizard EX tin simply because almost every kid loves charizard.

Tins are a great option. You get a really cool 'flashy' card, and 4 packs to open up, PLUS an awesome looking tin to store the cards in. This one and this one have very popular, cool-looking Pokemon included. If it were my kid, and they weren't sure who their favorite Pokemon was yet, this would probably be where I'd start.

Kids love cool looking 'flashy' cards (heck, adults do too) and the tin just adds to the appeal.
