My advice would be to buy the HS trainer kit. It's not a theme deck, but it contains 60 cards that can be played as a single deck. The best part of the deck is that it comes with 2 copies each of Collector and Communication, both of which are valuable staples for the current format--Pokemon Collector is currently $6 on Trollandtoad, so the HS trainer kit is one of the rare cases where the value of the cards you get is actually comparable to the amount of money you spend on it. Definitely the best bang for your buck.
