Or you could give the body paint version a try. It's not nearly so simple to apply though. Then again, you could repurpose an empty polish bottle by filling it with the latex. Hmm.
I really love using washi tape for clean lines or to wrap my cuticles if I run out of my peel off latex tape.

I also had trouble with being messy, but it gets better with practice. Recently I discovered the use of liquid latex. You just put it around the cuticle, paint, then peal off the latex. This is a pretty good product.
