I cut down drastically on the noise AND vibrations (the printer was literally wobbling around!) by lining the shelf that it's on in 1/4" (6mm) thick cork tiles that I got off Amazon. A very minimal solution to get one started.
The 8-tile pack was enough for me to cover the shelf my printer's on, AND a 24x36" bench. (The cutting mat I have on the bench doesn't slide around anymore, and the worksurface absorbs impact better!) :D
What kind of bases do you want to make? I use cork board, small ballast, and the GW effects paints to do my bases generally. This guy for example, I used this cork board ripped into little pieces for the big rock he's standing on, this for the little rocks, then I painted it black and drybrushed it with greys, and then used this for the snow. Very simple, took very little time, but looks pretty good. You can also buy grass flock, or use different colors, but I wanted a snowy, bleak, rocky look.
