Does anyone know if this thing works?

I was walking around before the storm and saw a house with one and kind of laughed. I also assumed they'd cost like $40. Kind of curious now but when you compare it that's the cost of like 2 years of flood insurance for a lot of houses. (Not that it's either or.)
