If you're talking about the kind you can buy at a toy store with the wearable vest etc, they are strictly speaking not allowed if they don't have the gitei (技術基準適合証明) markings etc - like when you buy a laptop and it has the FCC markings underneath. Amazon US will not ship Recoil guns to Japan which is a likely sign they're a no-go.
Obviously plenty of people use non-regulated phones etc in Japan and it might not be that big a deal in practice, but that's why you wouldn't be able to import it and would have to buy it in the US and put it in your suitcase or something.
Beside the technical issues, I imagine if a group of foreigners were to play laser tag in a park etc they'd be counting down the minutes until someone reported it to police/security and they got a courtesy visit.
