> Why is she so obsessed with foreign adoptions?

After the 1989 revolution, Romania became a prime target for international adoptions. Not because of the poorly treated orphans in those terrible state-controlled orphanages that were shown on TV all over the world, but for the healthy, white children of all ages that could be had for a few thousand dollars from poor families all over the country.

See this book for details on how the European Union fought to put a stop to this kids-for-cash phenomenon where most customers were US citizens: https://www.amazon.com/Romania-Export-Only-Romanian-Orphans-ebook/dp/B00HL0OVG6

It's interesting to note that Romania's current president, Klaus Johannis, became rich in the early 90s by mediating on the child traffic market. He claims that he and his wife only helped translate documents to English, but there are witnesses that told how the couple convinced them personally to sell their children or grandchildren so they can have a better life in rich countries.

There were so many US adopters that their lobby became powerful enough to originate the pressure you see in that diplomatic cable. There was no intention whatsoever to admit Romania in the visa waiver program back in 2005, but they dangled the fake carrot nonetheless, just to make the lobbyists happy.

The sad part is that nobody kept track of what happened to those children after adoption. I'm sure most of them are fine, but the lack of interest in their welfare for so long is shameful.
