No indication if its handmade but it looks like a Computer generated puzzle. I got it from this book https://www.amazon.ca/Rossini-Sudoku-Puzzles-Expert-vol/dp/1987521153/ref=sr_1_1?ie=UTF8&qid=1523850834&sr=8-1&keywords=rossini+sudoku+expert+4

Edit: I'm guessing that the next move is a combination of a Advanced Sudoku Technique while using logical restrictions of Rossini. (though I wouldn't be surprised if a hidden single is hiding the next move as well)
