Most of your typical writing pens (gel, rollerball, ballpoint, etc.) are NOT waterproof. A local arts/crafts store will probably have artist's pens, most of which are waterproof---just check the packaging to make sure. There are many good brands: Faber Castell, Prismacolor, Sakura, Copic, and so on. I just purchased these: https://www.amazon.com/gp/product/B00K3KRMFI and they're fantastic. They come in multiple widths (the ones I ordered are super fine, my preference) so get a thickness that suits your taste.

Huh, I kinda like this guy now. Too bad my backlog is insane now.

For quick panel lining, I'd recomend getting some micron pens:

They're thinner than the thinnest Gundam Markers and less permanent. You can use a rag t-shirt to clean up mistakes. Once the ink dries, it'll be permanent.

Sakura makes a marker that's .2 MM as well. Its the Sakura 005. It's what I use exclusively for panel lining. However the tips are a bit fragile. I think what I'm going to get next time is the next size up. See if a .25 is a bit more resilient

Microns are a few bucks and pretty popular, they come in a lot of different sizes too. I mostly use the finest point, but thats personal preference.
