Coal tar definitely isn't the most effective descaler. The best descaling agent by far is urea. You can massage a urea cream in your scalp and leave for a few hours or overnight, or use a urea shampoo such as SebaMed's Extreme Dry skin Relief Shampoo, which is 5% urea.

Another interesting urea shampoo I've not tried is Eucerin's Dermo Capillaire. Eucerin is a very good German brand. This shampoo combines urea with lactic acid (which is yet another keratolytic) and polidocanol (a mild anaesthetic that helps reducing itching). The combination of urea, lactic acid and polidocanol was described in this paper (where they use it together with Chinese licorice, which has antibacterial properties) with very good results. This product also comes as a leave-in scalp treatment

Your description of your scalp sounds quite a bit like seborrhoeic dermatitis, which is fungal in nature. Experiencing seborrhoeic dermatitis together with psoriasis is so common it has a name: sebopsoriasis. We have a wiki page on how to distinguish the two, but ideally a doctror should examine you. It can look very similar.

The combination of urea and lactic acid has been studied to help seborrhoeic dermatitis, too, by the way.
