I love, love, love ROHTO SKIN AQUA Super Moisture Milk sunscreen. It's SPF50 PA+++ (meaning it blocks UVA and UVB rays). I've only used the 2018 version in the gold bottle, but I've heard great things about the pink bottle as well. Asian sunscreens are often more cosmetically elegant than western sunscreens. This one doesn't smell like sunscreen, doesn't leave a white cast, and doubles as a moisturizer.
You mentioned that you've tried everything. Have you tried Vaseline as a final layer to seal in your moisturizer before bed? Living that snail life has really made the difference for my formerly dry, dehydrated skin. Somebody also recently recommended putting it on before a hot shower and washing it off with cleanser before hopping out. I've done it twice, and my skin has been so much softer.
