I bet it could be done in a weekend sans code. Start with the security alarm from Harbor Freight. It likely triggers an internal relay of some sort via RF and as long as the voltage is measurable and sufficient it might work to trigger...

A stealth switch. In theory all you would need is a few bits of extra wire and a soldering iron. That really depends on what kind of switch is incorporated in the foot pedal, but it's likely to be a momentary switch which would keep you from having to figure out how to channel the signal through a relay.

Set up motion sensor wired to the foot switch. Motion is sensed which trips an "alarm" on the receiving end which instead of making a noise simply triggers the switch in the stealth switch. Worst case scenario it doesn't work and you're out like $50, but you could probably still use both products if you're not a butcher with a soldering iron.
