99 uses 5W-30 oil, FL-820S filters.

Use any decent oil brand. It's a 20-year-old engine though, so don't feel bad about putting in something nice. I use Mobil 1 full synthetic from Costco, comes in a box of 6 quarts (just enough for 08, may be different for 99) for around $35.

Just use Motorcraft filters, they are not expensive and are good quality. Some filter brands (particularly FRAM) are extremely cheaply built and do not have a good anti-drainback valve. I bought this pack, about as cheap as you'll find anywhere, assuming you intend on keeping the car.

Get one of these cap wrenches, it will help a lot with the filter. Also if you weren't aware, make sure you smear some oil on the seal before installing the filter, makes for a better seal and makes it easier to remove next time.

And for fuck's sake, do not take it to a quick-lube place. Find a good mechanic (you'll be visiting them often) or, better yet, find one that'll let you use their lift and do it yourself.
