I think you mean it gets hauled out into the news more and more everyday.

We've been there at least since the days of J Edgar Hoover as head of the FBI wiretapping and blackmailing every last congresscritter, and disrupting protest movements, and planting Nixon in the Whitehouse and Reagan in the govenor's chair of california, and later paving his way for a whitehouse run.

as I said, poverty is relative. You can't equate poverty in the U.S. with the dire poverty in, say, Bangladesh or Nigeria. It's apples and oranges.

Also, you can read some of Chomsky's work, like "Manufacturing Consent". In an ostensible 'democracy', suppressing dissent or 'undesirables' (such as uppity women, yes, there are still backwards misogynists that think this way) takes some finesse. Discrediting is the first step.
I don't know how much you've studied this 'gangstalking'. For me it started up when I was 22, maybe sooner. It's a long, sad story, but suffice it to say, it's taken its toll on me. I still try to enjoy life as best I can.
This is real. A lot of 'ti's are just plain insane. Some of us aren't...or at least, we aren't imagining this situation.
Some people think it's a continuation of Cointelpro. Maybe it is, I don't know. I only know what's happened to me, and that I've read enough of other people's testimony to believe that at least 10 (out of hundreds) of the people are dealing with the same thing I am.

This isn't new. It's basically the U.S. version of the Stasi (from the German Democratic Republic).
I just got done writing a paper and I'm dead tired. But, I'm curious, why do you want to know about this? Most people just write it off as delusions or mental illness.
