Fraga is just one out of many examples of what happened in Spain during the Spanish Revolution of 1936-1939. There are many books and youtube videos on the subject some of which mention the attempt to abolish money by the anarchists and syndicalist, who set up worker control over industry and agriculture. Orwell doesn't really explain how the anarcho-syndicalist economy works, though, he does give this little anecdote... "Tipping had been forbidden by law since the time of Primo de Rivera; almost my first experience was receiving a lecture from a hotel manager for trying to tip a lift-boy."
