Yes,. Although my vague understanding is that one of the English princes at this time was very anti German and since he was heir at the time, pushed England towards france even though whitehall (and tradition) was very anti French. There are anecdotes of generals in the English army still referring to the French as'the ememy' even two years into the war. GB would have probably gone with Germany anyway except Germany was pouring money into the Navy and in an arms race with GB. GB as became clear could not afford to have another naval power that could potentially beat GB.

An Andrew Wareham three novel series is occuring in the 40 years before WWI at this time and the hero meets some whitehall types who give him the gossip and realities of how Britain saw things during this period, anyway:
