I agree that doing an hour of day of work is good for a child, but this is essentially education rather than productive activity for the economy.
As to who the judge should be, in a civilized and modern society we should aim to provide life, liberty and happiness to the best of our ability to all citizens. The state or federal government should create laws and regulations in order to achieve a society where we can all be productive to the economy. Great health care and education systems would be a great start for this country. Child labor would not be and would return if capitalism is further deregulated. Unregulated capitalism is only concerned with profit. The workers are just another commodity to be used up and discarded.
