Certainly if bourgeois democracy were left to itself, it would surrender to the systematic forces narrative. But the discourse ethics paradigm and the wider implications of deliberative democracy call for a higher level of involvement from citizens than even participatory democracy. Habermas echoes exactly what you write in The Lure of Technocracy (2015) and a 2015 interview:

> Behind democratic façades the political elites technocratically implement the imperatives of the markets almost without resistance. Trapped in their national perspectives, they have no other choice. Thus, they prefer to uncouple the political decision-making processes from the political public arenas, which are in any case dried out and whose infrastructure is crumbling. This colonialization of societies, which disintegrate from within and take up right-wing populist positions against each other, will not change as long as no political power can be found with the courage to take up the cause of achieving the political aim of universalizing interests beyond national frontiers, if only within Europe or the eurozone.

The Lure of Technocracy goes more into how today's globalized capitalism has overwhelmed individual nation-state efforts to tame adverse economic effects on citizens, and how the original intentions of the EU as a political union were subverted by the inadequate band-aid of international treaty regimes.

There were (and are) forward looking politicians who want to fix the democratic deficit that currently pervades the EU (see Trump: The Final Wake-Up Call ), but yes, surely many elected officials are clinging to purely nationalistic perspectives or claim international cooperation while limiting it to its utmost.
