I could have posted this! Mine are close to the same age (16mo. and 3 yr. old) I didn't start crafts as early with the 3 year old as I did with my other set of kids because this set of kids are much more destructive and grabby. The few we have done, I did with another nanny so we could take turns helping the big kids/ while the other keeps the lil' one busy.
Found in Family Fun Magazine: make pictures with sidewalk chalk, then use paintbrushes and water to "paint" We did it and it kinda just washed the chalk away, but the kids enjoyed it.
Sidewalk paint (kinda pricey, one small bottle was like $5). Bonus if it is a hot day because then you can put a sprinkler on to wash everything down while they play in water.
Sensory/tactile type projects: I froze a bunch of small dollar store toys/figurines in big blocks of ice they played with.
Cornstarch and water (super messy!) or make Slime/Gak.
