Yes, that's another possibility. To put it more succinctly, we might suppose that God is regularly revealing truth to people, but it keeps getting garbled, sort of like listening to a radio station with bad reception. In that case, you might expect to find inklings of truth in various religions, but they will also be rife with errors, and critical thinking will still be needed to sort truth from error.

My own opinion is that this is not the origin of different religions. Religions are mainly the product of memetic evolution, a point well argued for by Craig A. James in The Religion Virus. If there is any reality behind religions, it seems, from the diversity of religions, that human beings have not been very good at discerning what it may be, and it has not clearly communicated anything to the people known as prophets.
