I used to reflexively dismiss radical rule change proposals, but my attitude on them has shifted a lot since reading Time and Space, by James Coventry, which is a history of Australian Football's rules and tactics.

It made me realise that

  1. rule changes have been a constant feature of the game from its very inception.

  2. all rule changes, even ones we would now consider absolutely vital to the nature of the sport, had to deal with enormous opposition from people who thought they were stupid.

    So I'm less likely to dismiss proposals for new rules out of hand in the way I used to.

    That said, I reckon this particular proposal is pretty stupid.

Time and Space by James Coventry is a great history of the evolution of the sport from a tactical and rules perspective, and there's an ebook version since you'd be unlikely to find hard copy in the US.
