It's only 10 dollars on amazon right now so you're not risking much by getting it. By the way, im not entirely sure if your laptop can run it well but it's good to get a new gaming pc regardless with all the beautiful games coming out like Steep or Battlefield 1.
Sign-ups were open a long while back, however pre-orders of the box version on Amazon will get you a beta code (PC anyway, not sure what consoles have).
Pre-order the box version, you should receive an email with your beta code, you can then cancel the pre order & you won't be charged (worked for PC NA for me).

It's 14.95 on amazon for a phsyical copy + i've seen it for 10.99 at best buy on clearance.
That game actually has somewhat of end game, and it's incredibly fun with friends.

My roommate did it last night! It takes 2 seconds, just have to make sure you pre-order the PC version and not PC Download from amazon.

There are no Steam keys for The Division. It's a Ubisoft title and as such, all keys you find online will be for the Uplay platform unless bought directly from Steam.
If you're fine with a Uplay key, there has been many sales on sites like Amazon for about $25(not currently active). If you're looking specifically for a Steam sale, the lowest it has gone is about $45.
You can use ITAD to search for deals if there any. According to this site, the cheapest price for a digital key currently is from uk.gamesplanet.com for about $39. Amazon has a physical copy for $33.

It's very possible that there'll be a higher discount, but that may not come for a very long time, given the current trend for steam sales.
Alternatively, Amazon has physical copies for $20, and I've seen it go as low as $15. They don't activate through Steam but you'd have to go through Uplay anyway.
