Dear, your question is not dumb. I'll be glad to answer any questions you have.

I use different brads, like Wilton Gel Food Colors, AmeriColor gel colors, Alan Tetreault and edible dust. If you have never painted on cakes before, you should practice on a piece of fondant first to get some skills. Color gel dries quickly, so mix a little bit at a time and add water or vodka as necessary to keep the paint colors consistent. Painting using dust is different and you dont need any liquids, unless you are trying to get realistic gold, bronze or silver color. Brushes you use is very important. For background soft colors I use make up large brushes. As for tiny details, I bought a set of brushes on Amazon. I would recommend you to watch some video tutorials for beginners on youtube and practice untill you are satisfied with your final result.
I'm starting my youtube channel with videos of my handpainting process, but it's gonna be time lapse. If I get many watchers asking for tutorial, I will make it

Where do you live?
