In Tibetan Buddhism there is a concept called "miksang", which translates as "good eye." Although it typically refers to a form of contemplative photography (based on the Dharma Art teachings of Chögyam Trungpa Rinpoche), it can be expanded upon to incorporate art in many forms – drawing, calligraphy, even flower arranging. So from a Buddhist point of view, art can be used as a great opportunity of noticing how you perceive the world. And in that context it is certainly encouraged as a tool rather than discouraged.
