Hang all the rods at the same distance away from the ceiling, which will be close, but it will draw the eyes upwards and make your room appear bigger with higher ceilings. Then, just get different lengths of curtains depending on where they're hung so they all end up touching the floor. In your living room you might need a longer panel than by the tv for example. If it isn't custom to the size you need, you can always pin it up a little on the bottom to make it fit.

Edit: for the one by the soffet, you might also consider doing a blind rod, where it just attaches to the wall and doesn't show the rod. Like these cheap ones
