The Coast Guard investigates commercial casualties on navigable US waterways, and international accidents that involve US-flagged ships.
*If casualty investigators determine there may be a criminal case involved, the Coast Guard Investigative Service (CGIS) comes into play.
If you're interested in shipwrecks, and their investigations, I heartily recommend "Until The Sea Shall Free Them," by Robert Frump.. It's the wreck of the SS Marine Electric, and the investigation that would lead to the current investigation process used by the Coast Guard. The incident also led to the establishment of Coast Guard rescue swimmers.
