Practice! It really is that simple.
Plus there are tons of tutorials online even on Youtube.
Just pick something you'd like to draw and go for it!
edit: For digital art you also need a drawing tablet -- the Wacom Bamboo is great because it's affordable yet still works perfectly
Damn, they are different indeed! Had to take a look twice before find difference.
I have the third just like u/VictorIsaev . Love it!
But after year surface is not in good state. This but like 3x times worse. If turns out it feels good for you to drug with lots of pressure (i like it...), it's a greate idea to put any other surface on the top of the tablet. Some ppl use a sheet of paper. I like mouse-pad much more. And there are some special tablet covers as well.
There are a lot of cheap graphic tablets you could buy, like this one:

It is a wacom Bamboo so I was wondering if this is something good to get.
Also, is it possible to get kitra on it? I don't want to pay a monthly subscription for programs if possible.
Or should I get this one as it comes with some free programs?

The ones with a screen are really expensive. If you just starting, I think you should use the Wacom Bamboo.
