It can be worth it, you’ll get about 8-9% extra performance. The best thing is to youtube a game you want to play and then 1660. Look at the performance and see if it’s what you want. If not then get the 1660ti. The 1660 super is supposed to be released on the 29th, so you can wait for that unless your desperate.

I'm looking to buy my friend a new PSU after his old cheapo one died after installing a GTX 760 he was gifted, the system has an FX-8350, EVGA GTX 760 SC and 8GB RAM, would this CX 550w be enough? https://www.amazon.co.uk/Corsair-CP-9020122-UK-CX650-Bronze-Power-Supply/dp/B06X9BV5PR/ref=dp_ob_title_ce?th=1
He does not plan to overclock since it's running a close to stock CPU cooler and only one case fan, and we are also on a pretty limited budget.

I would grab the 1060 but I would consider a cheaper model (edit: BT shop has no estimated delivery date so would probably avoid, though I would still look around on retailers separately for cheaper models since PCPP don't always list the cheapest price).

Also would look into changing the power supply since the XFX is a tier 5 PSU

The Corsair CX550W (2017) is a little more expensive but is tier 3 with a five year warranty.
