Actually, that part is a problem with US police training.
Putting a bullet into someone is not like Hollywood. You rarely get a visual confirmation that you've hit the target. So just to be safe, police training in the US tells the police officer to keep on shooting.
European countries have an opposite policy. And that's to shoot and pause (at least, I think that's what he called it). Changing that one rule of their training in the US would automatically save many lives each year. See this book. It's very interesting.
